Pump track fans will be pumped up to know that the City of Revelstoke Council agreed to move forward with a pump track at Centennial Park.
Council were unanimous in their approval of the city entering into a contract for services with Velosolutions to design and construct the pump track for a contract price of $ 765,400 plus applicable taxes.
In her report to the board, Laurie Donato, Director of Parks, Recreation & Culture noted that the city had issued a request for proposal (RFP) to design and build an asphalt pump track on July 26, 2024.
The city received three proposals by the submission deadline of Aug. 29th.
Staff reviewed the submissions and completed negotiations with the highest-ranked proponent, Velosolutions on Oct.16t.
“ When evaluating the top proponent, we considered their qualifications, quality of work and past performance as a supplier,” wrote Donato in her report, pointing out that Velosolutions is a leader in pump track and trail building, with a versatile team of industry professions in architecture and design, civil engineering, professional riders, and project managers. “Their team is experienced in the sport and has a proven track record.”
The Velosolutions proposal includes an asphalt pump track, kids track and a line of dirt jumps. The design outlined in the RFP is well integrated and proportionately suited to the site, noted Donato.
Landscaping and costs associated with additional amenities such as signage and site furnishings have been removed from the contract.
During the 2024-2038 Financial Planning Process, the staff brought forward a capital spending request to construct a pump track, a jump track, landscaping, and road improvements including an accessible pathway and signage for a total budget of $750,000.
During the budget process more accurate estimates became available and to build out the full scope of the project, the new budget is $1 million.
“The spending request was not adjusted since staff are confident that the remaining $250,000 can be secured from other external funding sources resulting in no further impact to the Long Term Financial Plan and future tax increases.
Funding sources for this project have been accounted for as follows in the draft 2025 – 2039 Long Term Financial Plan: $300,000 from the Growing Community Fund, $200,000 from Revelstoke Community Forest Corporation Legacy Funds, $400,000 from RMI funds and $150,000 from other grants. The 2025 total project budget including amenities is $1.05 million.
“This project will not move forward until all grant funding has been secured,” noted Donato. “Recently, the Tourism Infrastructure Committee supported the use of 2025 RMI funds to be utilized for the Pump Track.”
